The Evaluation Forum has assisted the David and Lucille Packard Foundation in developing an evaluation design for its leadership development grantees in population and reproductive health. The Evaluation Forum teaches leaders to develop evidence-based practice and implement quality improvement initiatives, using a theory of change model.
